Dr. Chitpasong Vazquez

President & Chief Academic Officer

Dr. Chitpasong Vazquez is a seasoned senior executive with more than a decade of experience in education and academic leadership. She has held leadership roles across vocational, technical, and career-focused institutions, including serving as Associate Dean of the School of Business and Computer Science and as Dean of Education, where she oversaw programs in Business, Medical, and Computer Science disciplines.

With a strong background in education management, curriculum development, student relations, and compliance, Dr. Vazquez has successfully led the development and expansion of degree and certification programs. Under her leadership, over 1,500 students have earned industry-recognized certifications, resulting in strong job placement outcomes.

Dr. Vazquez holds a Ph.D. in Leadership, along with a Master’s and Bachelor’s degree in Business Administration. In addition to her academic expertise, she brings over 20 years of entrepreneurial experience in business management, including leadership consulting, data analysis, event planning, and strategic partnership development.

Passionate about student success, Dr. Vazquez is deeply committed to building meaningful relationships with students, guiding them toward their academic and career goals, and creating pathways for a brighter future.

CHIEF OPERATIONS OFFICER

Myra Smith is a seasoned higher education executive with over 20 years of experience leading student-centered initiatives in both the for-profit and nonprofit education sectors.
Ms. Smith previously served in senior leadership roles at various higher educational institutions. She supported accreditation, strategic relations, and institutional growth for business and computer science programs serving a diverse international student population. Her role directed operations, led compliance for initial accreditation, and drove successful expansion in Business, Computer Science, and Healthcare Administration programs. A passionate advocate for student success, she also spearheaded support programs for veterans and underserved communities.
Myra is deeply engaged in professional and civic organizations. She is a member of the National Association for College Admission Counseling (NACAC), the Western Association of Veterans Education Specialists (WAVES), and the San Diego Navy League. She also serves as a board member for Supporting the Enlisted Project (STEP). Committed to mentoring and community service.

Ramon Serrato

Ramon Serrato

Executive Director

Mr. Ramon Serrato has spent over forty years advancing national service, workforce development, and education. He began his career in 1980 as a heavy equipment operator in the United States Marine Corps and spent two decades rising through instructional and leadership roles. Nearly half of his military service was dedicated to training and education, including as Education Service Chief at the Marine Corps Engineer School.
From 1997 to 2000, he led the Marine Corps Satellite Education Network, partnering with colleges and universities to deliver remote degree and certificate programs that supported the mission of the force. Through strategic agreements, he expanded access to higher education for Marines at multiple installations.
After retiring from the military, Mr. Serrato became a high school teacher and later founded a vocational training center when he saw the absence of career and technical education in his community. That effort evolved into Workforce Training Academy USA, which prepares individuals for high-demand fields such as welding, lineman work, carpentry, CDL, heavy equipment operation, and GED completion.
That same mission-driven mindset led to the creation of Serrato Corporation, now a trusted federal contractor operating Job Corps centers across the country in partnership with the U.S. Department of Labor. His work focuses on expanding opportunity through skills-first education, personal development, and workforce alignment.
As an Executive of Serrato Corporation, Mr. Serrato leads a nationally recognized workforce development company and federal contractor, operating Job Corps centers across the country in partnership with the U.S. Department of Labor. He is a certified NCCER Master Trainer, holds a bachelor’s degree from Campbell University.

Chief Financial Officer

Todd Weeks is the Chief Financial Officer, where he oversees all financial operations, strategic budgeting, and fiscal planning. With over 20 years of financial leadership experience, Todd brings deep expertise in corporate finance, compliance, and operational efficiency across both public and private sector organizations.
As CFO, Todd plays a key role in aligning financial strategy with organizational goals, ensuring transparency, sustainability, and long-term growth. He has successfully led initiatives to streamline financial systems, optimize resources, and strengthen internal controls—driving measurable improvements in performance and accountability.
Todd is known for his strategic mindset, attention to detail, and collaborative leadership style. He works closely with executive leadership and stakeholders to provide data-driven insights and financial guidance that support informed decision-making at all levels of the organization.
A results-oriented leader with a strong foundation in financial governance and risk management, Todd Weeks is committed to maintaining the highest standards of fiscal responsibility while advancing the mission and vision of the organization.

Roanne Francisco serves as the Vice President of Business Development & Compliance, where she leads strategic initiatives to expand the organization’s reach while ensuring full regulatory and operational compliance. With more than 15 years of experience in business strategy, regulatory affairs, and organizational growth, Roanne brings a unique blend of innovation and diligence to her role.
In her capacity as VP, Roanne oversees the development of new partnerships, markets, and service channels, while also managing internal compliance systems to meet federal, state, and industry standards. Her strategic vision and strong regulatory insight have been instrumental in driving sustainable growth and securing long-term opportunities across multiple sectors.
Roanne is recognized for her collaborative leadership style, analytical expertise, and ability to navigate complex regulatory environments. She is passionate about creating impactful solutions that align business objectives with ethical standards and stakeholder expectations.
